A declining state priority. Increased student needs.
Rising costs. Unfunded requirements.
These core issues are causing countless school districts across Washington to experience a financial crisis. The state of Washington is constitutionally responsible for fully funding the costs of basic education but even after reforms (the McCleary “Solution”), the state’s efforts aren’t keeping up with actual expenses.
In July 2024, the University of Washington College of Education, including Dean Mia Tuan and Professors David Knight and Anthony Craig, hosted a group of 12 Washington superintendents to convene around issues of K-12 education finance.
The goal of this two-day summit was for superintendent participants to learn about school finance policy in Washington state and nationally, envision an ample and equitable school finance system for the state, and construct a five-year plan for needed policy reforms.

The Washington State PTA 2025-2026 Legislative Priorities are a two-year platform to mirror the Washington state legislative cycle. In October of even-numbered years, all new legislative issues are adopted by delegates at the legislative assembly. Delegates also vote on their top five issues, which become WSPTA’s primary focus when advocating throughout the next two years. The other issues are placed on an “also supported” list.

Washingtonians are united in our support for fully funded, high-quality public education that helps students build a bright future. The legislature must fully fund K-12 and public college education systems for Washington’s children and youth and support policies to ensure inclusive, safe public education.
Our public education system is operating without the staff or resources needed to serve students and many districts are being forced to cut staff further as the funding crisis gets more dire. Full, ample, sustainable, and equitable funding is paramount to fulfill all aspects of Washington’s program of basic education and close opportunity gaps. WSSDA Legislative Priorities 2025
